Click Advanced Options - Delivery Optimization - Avant-garde Options

Open WIndows File Explorer (Ctrl + Shift + Esc)
On the Processes Tab, click on the Network Column header and so that pointer faces downward
Leave that open to monitor your system
When the network is busy, what process(es) are using your network?

I just tried testing that theory by closing up every firewall rule. All of the applications requesting access are Windows organisation processes. All related to Settings, Cortana, and Update. As long as I dont permit whatsoever of those through my network traffic stays reasonable.

Do you mean this information usage happens when you are using your PC< but not when t is idle?
Using Task Manager every bit explained below, can you see the name of the process that is using your network?

Does it make you wonder that the Settings app, which commonly doesn't need internet bandwidth, is uploading data; or that Windows Update, which normally downloads data, is uploading instead?

The data usage happens when the auto is idle and the monitor is off. Once I wake the monitor traffic drops to 0. So, if I am sitting in that location starting at the screen waiting for traffic to appear in Task Manager - it won't. It reads a solid nada.
if i sort by the applications using network resources in Task Manager (even though they all say nada), commitment optimization, AppXSvc, and Bits bladder to the top.
